City Council approved tougher stance for graffiti removal

Help is on the way for Columbus businesses and residential property owners faced with the scourge of graffiti on their buildings.

City Council approved legislation Monday night that will create a tougher graffiti removal law and use tax dollars to remove some of the blight.

The program, expected to be in place this summer, gives property owners 30 days to remove the graffiti on their residential or commercial buildings. Building and home owners can give the city permission for the graffiti removal at the city’s expense.

Graffiti Removal should be done as fast as possible and should be removed with an elite graffiti removal product like the world’s best graffiti removers Taginator and Tagaway.

Columbus requires the removal of graffiti from vacant structures. The new law will add occupied structures and also stipulate that property owners who don’t remove the graffiti could be hit with a court order to do so and have to pay for the work themselves.

The legislation follows council’s decision earlier this year to provide $500,000 to support the graffiti removal program. City officials also are drafting legislation to create a process to distribute money to neighborhood and non-profit groups to purchase graffiti abatement equipment and materials such as paint and brushes.

ROCKFORD — Each year for the past five years, the city has seen a decline in graffiti cases, accounting for a 53 percent reduction.

However, the continued year-over-year decrease may be in doubt this year.

In February, there were 74 cases of graffiti reported compared with 21 in February 2011.

In March there were 66 cases compared with 48 in March 2011, a 103 percent increase over the two-month period.

“It’s up because we’ve had warm weather,” Public Works Director Tim Hanson said.
While the number of cases may be up this year compared with last year, the public may not have noticed.

“The goal is to perform the graffiti removal as soon as they put it up,” Hanson said.

The Public Works Department strives to remove the graffiti within 24 to 48 hours after it is reported. That includes public and private property, Hanson said. The Rockford park and school districts have their own abatement programs.

What a gang member, hip-hop or graffiti artist takes time to create under the cloak of darkness, the Public Works Department will perform the graffiti removal in a matter of minutes in broad daylight with wide strokes of a paintbrush or sandblaster.

“They’ve done some really good things in catching them,” Hanson said.

Rockford police Lt. Marc Welsh said a concentration of gang graffiti in a particular area of town will result in extra police enforcement.

“The key is making sure it gets reported,” Welsh said. “You can’t ignore it.”

Kwame Calvin, the city’s transportation and properties manager and leader of its graffiti removal efforts, said it’s not just the arrests that are having an effect. “It’s the arrest and restitution.”

As of Friday, the city had 58 open cases of graffiti.

Calvin said that number could have been much higher.

“I was anticipating if the school (district) strike had went on, we would have had another big spike,” he said.

For all the success the public works and police departments have had, there is still work to be done.

Sandra Wilton of D & S Molding, an injection molding and hot stamping facility at Kishwaukee and Saner Avenue, said the rear of her business is constantly marred with gang graffiti from spring to fall.

“I think they are trying to mark their territory,” she said of the upside-down crowns and large lettering spray-painted on her building.

Wilton routinely calls the city’s graffiti hotline, and the Public Works Department responds.

“Every time the city comes out and paints, they (the young artists) come back.”

This is because PAINT over is not the best way to deal with graffiti removal. It still has an appearance of graffiti. You need to actually perform the graffiti removal with a product like Taginator or Tagaway elite graffiti removers. When the area is washed clean of the graffiti it doesn’t leave a “calling card” for the Graffiti Vandals to know where their vandalism was.

SOUTH GATE — The City Council has approved several amendments to its private property graffiti removal ordinance aimed at strengthening enforcement and clarifying several provisions.

The ordinance review, requested by the council, was compiled by City Prosecutor Jim Eckhart, who proposed the revisions, which were reviewed by staff, said Steven Lefever, director of community development.

The council approved the revisions 4-1, with Councilman Jorge Morales dissenting.

Currently, the removal of graffiti on private property requires a 10-day notice to the property owner, followed by a hearing before the police chief or public works director who may then declare the markings a public nuisance.

Under the revision, all graffiti is immediately determined to be a public nuisance and the property owner is given two days to remove it. If the property owner does not appeal the notice or remove the graffiti, the city may do it and bill the owner.

Also, the revisions call for surfaces which have been marked with graffiti more than three times in a year to receive abatement measures which could include covering the surface with graffiti-repellent materials or erecting landscaping, barriers or lighting to discourage more graffiti, Lefever said.

Code enforcement is charged with assuring graffiti removal from private property.

Those violating the anti-graffiti requirements could receive a city citation, Lefever added.

Revisions also included removing the prohibition of posting handbills, posters or other advertisements on private property without the owner’s permission and will be placed under the public health section of city code.

In other action March 27, the council approved an agreement with Willdan Engineering for the design and overview of federally funded Safe Route to Schools projects planned at various school sites in the city. Willdan was the lowest of eight bidders at $134,970, said Public Works Director Mohammad Mostahkami.

Funding will come from a federal grant of $200,000 aimed at encouraging students to walk or ride bikes to school by making the route safer and more convenient. It is hoped that walking or bike riding will result in more exercise for students and a reduction of obesity, Mostahkami added.

Planning for the projects, at 17 schools in the city, is to be completed by fall, followed by public workshops at schools to promote the program in September.

While many people were celebrating the resurrection of Jesus on Sunday, a few were busy with other, not so nice, tasks. A tagger applied graffiti to a block wall in the 2600 block of West Avenue K-4, as well as a neighboring sidewalk and lamp post.

Fortunately for city of Lancaster residents, the city has a graffiti removal program and by 2 pm Monday afternoon all trace of the graffiti was gone.

Lancaster officials want city residents to feel safe in their community so they have a graffiti removal program that removes graffiti as quickly as they can. The program is operated with tax dollars so there is no cost to businesses or homeowners who may be tagged.

“The city understands you associate graffiti with crime,” said Dante Hale, a city of Lancaster public works employee. “The city of Lancaster doesn’t want you to feel like that. We want you to feel safe. “

“I put forth the greatest effort to remove it as if it were in front of my house,” added Hale who is also a Lancaster resident.

Just painting over the graffiti often leaves traces of the graffiti bleeding through and the large squares of mismatched color are often as bad as the graffiti itself, which is why the city invested in a color match system. By the time the graffiti removal team leaves the area, you would never know graffiti had ever been there.

Maria Santana works with Hale on graffiti removal. She handles the west side of Lancaster and he handles the east side, covering more than 100 locations a day. While they said it was unusual to find graffiti in this particular area, they do have regular areas that they patrol on a frequent basis.

To remove the graffiti, a chemical is applied to the paint and the area is then pressure washed. On some surfaces this takes care of the problem. Other surfaces, such as painted walls and houses, need to be repainted so the city invested in a color matching system. A machine “reads” the color of the area and then the technician, in this case Hale, does a custom matching to insure the paint color is as close as possible to the original color.

WHILE TAGINATOR IS A PRODUCT THAT CAN BE USED WITH A PRESSURE WASHER TO REMOVE PAINT FROM MASONRY, OTHER PAINTED SURFACES WORK BETTER WITH TAGAWAY WHICH IS SPECIFICALLY DESIGNED TO WORK ON MOST SMOOTH AND PAINTED SURFACES.

“We always want to make it look like we weren’t here,” said Santana. “We take it back to the way it was. That way nobody knows.”

Graffiti needs to be reported. Although Hale and Santana patrol certain areas on a regular basis, they may not find new graffiti for several weeks therefore it’s important for residents to be proactive.

“Sometimes it’ll be forever if no one calls in,” said Santana.

Graffiti can be reported by calling the city at (661) 723-5985 or by emailing dfranklin@cityoflancasterca.org. The Graffiti Removal Team will take photos of the damage with a GPS enabled camera. This allows law enforcement to track all cases of graffiti and tie it to the person or persons responsible. Law enforcement and the city of Lancaster then prosecute the culprits, or the parents if they are a minor. The charge is $500 per location for restitution and often adds up to thousands of dollars.

After the Graffiti Removal Team is notified of an area to be cleaned, they have the owner of the property sign a graffiti removal release of liability form that is kept on record for two years. This way if there are any recurrences the team has the paint information on file and can remove the graffiti quicker.

SEATTLE — Wet weather usually keeps the graffiti vandals at home. But the Washington State Department of Transportation (WSDOT) said with the mild weather, roadside spray paint scribbles are showing up more and forcing crews out in the field to clean it up.

“We have a lot more of it to deal with and a lot less people to do it,” said WSDOT spokesperson Vickie Sheehan.

WSDOT does not have a designated “graffiti removal” team, so workers are being pulled from other project like pothole repair, snow removal and bridge work to cover up the mess. Crews use power washers and paint to remove the graffiti.

WSDOT’s Northwest Region spends between $120,000 and $145,000 per year for graffiti removal from the Canadian border to the King/Pierce County line. Graffiti removal costs for the region was $120,430 in 2011.

The Seattle graffiti “hot spots” include the Lakeview wall alongside northbound I-5, the I-5/I-90 interchange (Jose Reyes Bridge), the northbound I-5 columns by the old Rainier brewery, most sound walls along I-5, and along the Mercer Street ramps and tunnel.

“It’s defacing public property,” Sheehan said. “If we commission someone to do a mural, I would consider that artwork. This is just a nuisance.”

A new graffiti removal plan for graffiti vandalism, which costs Auckland ratepayers $5 million a year to remove, aims to introduce a 24/7 service across the region and paint out offensive marks within two hours of them being reported.

Rapid response by all removal contractors is a key part of the plan just approved by Auckland Council.

However, as well as cutting vandals’ show time, the plan aims to turn up the heat on offenders and cool down graffiti hot spots.

A regional electronic data base will be formed, modeled on one used successfully in Manukau.

When contractors’ patrols come across a tag, they will photograph it before and after the graffiti removal and use their i-phones to send the GPS coordinates and images to the central data base.

“Graffiti removal will be measured and well documented,” said Manukau Beautification Charitable Trust general manager Graeme Bakker.

“Graffiti removal contractors do not have warrants to bring prosecutions but we can provide the best information to the police to use as evidence for prosecution.”

The plan is the result of three years’ work started by the chief executives of the region’s councils and focuses on what graffiti fighters call the “3 Es” – eradication, enforcement, education.

Enforcement proposals include the council seeking reparation from offenders, because it costs ratepayers $100 to $150 to remove graffiti.

This could mean the council suing for its costs in the civil court.

A boost to eradication is a proposal to set up a register of all the private property owners who have given permission for graffiti cleanups.

“Councils were looking at bringing in a bylaw so shopping areas had to remove it or contract us to,” said Safer Papakura Trust chairman Peter Goldsmith.

“We can’t just go and do that on private property like shop fronts.”

The ability to clean graffiti off shops before people passed on the way to school or work could be part of a bylaw proposed in the plan.

Graffiti prevention is one of Mayor Len Brown’s 100 priority projects.

Community Safety Forum chairman Councillor George Wood said the council gave a good service and graffiti had been eliminated in some areas.

“I know it’s costly but the benefits people of Auckland are getting are immense and it has brought back a lot of pride.”

Mr Wood said local boards support the aim of having the same standard of service across the region.

However, service providers, from private contractors to non-profit community trusts, were expected to meet the new targets within the existing budget.

“We recognize the efforts of individual property owners, volunteers, private sector and businesses in doing an excellent job in removing graffiti soon after it’s done.

“Going to Papakura on the train, I’ve been blown away by the clean-up achieved on the rail corridor. But there is work to be done on getting a policy to stop this posting of ghastly bills advertising events in public areas.”

Iris Donoghue, of West Auckland’s Tag Out Trust, said the 24/7 service would be phased in over the next four or five months to test demand and cost benefit.

The trust removed 15,000 to 16,000 tags a month but this number was dropping.

Mr Bakker said the Manukau trust’s beat included Franklin and the rail corridor on behalf of KiwiRail.

In December 2005, the trust removed 10,500sq m of tagging compared with 4000sq m last December.

“Graffiti removal in Manukau is at a low level at the moment but if we take our foot off the neck of the problem it will bounce back immediately.”

Mr Bakker said the new plan reinforced the need for community volunteers to “adopt a spot” and for education on care and respect for the environment.

The council will extend existing contracts with private firms and trusts to June 30 next year and intends to call tenders in December for possibly three-year contracts.
